I was going to suggest to try one or more of the below:

There could be many reasons for no service issues, that are usually solvable.
IF you threw away the SIM card, then you are likely out your first 30 days of service/activation $'s, unless for some reason Moderators to see a reason to refund you...
IF you are able to obtain another SIM card, Moderators could swap the NEW SIM with the old thrown out SIM on your account.
I guess either way, you could contact Moderators and ask.

Which retailer did you attempt to activate with? If you did not leave with active service then the retailer should be refunding the charges back to your card and they can seek the remittance of the funds back from public mobile.

Do you still have the SIM card? You can put the SIM card in another phone. PM service should be working.
In general, PM is prepaid and no refunds. However, you can try to contact moderator for help. YMMV if they will offer refund though.
Click on the chat bubble icon on the right lower corner of website to start ticketing process to contact moderator. Type: Contact moderator. Follow the prompts to submit ticket.

bought a phone but for some reason it could not be activated. after about an hour we asked for a refund which we were given but the amount they sent to public mobile for a month service (28.25) could not be refunded by them so we have no phone and want to cancel the service and receive a refund for the monthly amount
