Not sure exactly what you lost. Public Mobile is a prepaid service and usually there are no refunds. If there are technical issues then you must create a ticket to a CS Agent for help.

what you meant by you lost 4 hours? you had 4 hours without service?
PM is a prepaid carrier and usually do not provide refund. Also, for most carriers, they usually won't do much even with a 4 hours outage.
you can of course try to ask agent , but I doubt they will do much. But if you want to go ahead and check with support agent, please submit a ticket with CS Agent using this Chatbot link: https://widget.telus.tiia.ai/publicmobile/publicmobile.html Type the question "Submit ticket", Then click the following in order: "Contact Us" , "Other", "Log In".

PM will be very unlikely to provide a refund in your case. You may have been in an area of weak or non-existant service....not a PM issue.
