Have "international " minutes and data but can't connect to network on my s10 or my wife's phone.

International calling is under the in Canada calling add on list.

@colinmurray1   PM has no roaming service in Portugal.  The minutes you referring are long distance call minutes you use to call from Canada 

if you just need to call back Canada, download VoIP app TextNow and you can call Canada for free with Wifi.

If you need data, buy local prepaid data sim card, it is cheap in Europe  🙂
