Please confirm if your My Account says Active status. Are you able to use another line/phone to call # 1-855-478-2542 or # 1-855-4PUBLIC from another device to see what the status says?
If active, can you try your SIM card into another phone to see if services work?

Please see the earlier answer by dust2dust. Vouchers can be added to your account by dialing 611.

@debbie1959 does your phone showing connected to PM network at all??
you tried using Forgot Password link there and outbin all possible email addresses? do that and see if any of those get the re reset password email

You are “in a strange city”?
I hope that ‘city’ is within Canada or the USA.
Because if it is not, PM services will not work at all regardless of account status.

What recording do you hear when you dial 611 on each phone? You can buy vouchers and use 611 to enter rhem. You can use the real time payments method in some stores.

For now, Public Mobile vouchers can ber purchased using a website such as recharge.com. They do charge slightly more, but it would gert your service working until the credit card issue can be sortred out with Public Mobile.
