@John1854

From what I understand, PM does not hide the SIM Manager., it is just a device or OS issue

Go to the phone About screen, Status Information, IMEI Information, how many IMEI numbers showing there?
Also, from the About screen, check the model number, give us the exact model number to confirm the region variant of it

You might want to make sure OS is updated, and wipe the phone once more

I think there's some manufacturer/provider collusion shenanigans going on where they are intentionally altering phones to limit their functionality to drive people to their preferred devices.
I have an international Samsung with dual sim and the sim card manager is there. And I have two Public accounts in it and they both work.
There are other features in my phone that don't work here which sucks. Another Samsung I have has all the working features, but for volte, they hide it. Unlike my phone but they won't enable it. The feature is not hidden with another provider and volte works perfectly fine there. Not here. They refuse to enable it.  There are sneaky underhanded nasty's this place is doing to devices and their service to take us all back to the dark ages of them having complete control of devices. They are implementing non-standard, proprietary systems in concert with some of these manufacturers. Sucks.

Right. That WOULD be correct IF you purchased it from the carrier. Since PM doesn't sell phones, they can't help. Since you purchased it from Amazon, I'd contact the seller for assistance. If they're unable to assist, contact Samsung. However, do it fast because if you can still return the phone, I'd do so because the Amazon seller did not FULLY unlock the phone. Maybe purchase directly from Samsung.

internet, known issue:

If "SIM Card Manager" is missing on your device, it's likely your carrier disabled or locked/hidden this feature. This is different from having a carrier-locked phone, but it's still very inconvenient because it's preventing you from adding eSIM plans

@John1854  Well you can ask support and please report back to us so we can advise others

purchased from Amazon, fully unlocked. and yes its unlocked because i can use other physical SIMs and see other networks.

this is a known issue from a carrier perspective, and one that eSIM providers are aware of. they say to contact carrier to disable.

@John1854 , the S21 is e-sim compatible, issues with its usage might need to be referred back to the seller.  Apart from VoLTE whitelist, I am not aware of anything that Public Mobile does which affect service usage.

@John1854  That’s a device issue not a PM issue . But the setting should be there in phone settings . Maybe try closing all apps and windows reboot the phone or reset network settings

SIM card manager is something Samsung offers. Has nothing to do with Public Mobile.

Correction. Where did you purchase the phone from? If you purchased it outright from Samsung then this is a Samsung issue. If this phone is coming off another carrier, then they may have locked that feature meaning you'll have to contact the previous carrier to unlock your features. You say the phone is unlocked, well, it's not fully unlocked. Public Mobile doesn't sell phones so therefore Public Mobile can't fully unlock that feature.
