If you choose to add the $5/500 min add on to your account make sure you have or top up your balance in your self serve account with at least $5 first then go to the plans and add on page. Scroll down to the add on section and tick the $5/500 min add on. Scroll down and confirm and submit your payment for the add on. It will then appear at the bottom right corner of your overview page. Log out and reboot your phone.

Are you on the $15 plan?
If so, if you logon to My Account, there should be a line about the about how many minutes you have used. Do you have such a line and what is it showing?
Also, can you confirm if incoming calls working? do you see any Signal on the screen?

@wantph What plan are you on? If on the $15 plan with 100 outgoing mins, then remember mins are rounded up and accessing your voicemail from your phone will also use up the available mins. You could purchase the $5/500 Canada wide mins add-on to supplement your plan mins if on the $15 as back up mins, plus they don't expire and unused mins will carry forward every cycle until depleted.
Do you actually still see mins available when you login into your account?

Are you on a plan with limited minutes? Did you check self service under My Data & Add-Ons to see if you have any minutes left. Try putting a 1 in front of the number when you dial out.
