I’ve been with Public Mobile for several years in Winnipeg, but since moving to Toronto six months ago, I’ve faced serious connection issues. At home (near York university), I have no signal at all—SMS messages don’t even come through. Outdoors, my internet quality is limited to H+ at best, and I get no data or signal in the subway. What can I do to resolve this issue?

Instead of trying to edit the APN, try to set up a new settings and save it:

that would be why it is not working well
For Bell/Telus, Winnipeg has slightly different network setup than the rest of Canada, so, I think that is why it works well there and not here
you can try your sim card on your friend's phone and I think you will see better reception

PM does use Bell towers.
From the VoLTE compatible list, Samsung Galaxy A30 does not have VoLTE with Public mobile so that may affect voice calling. It is close to a five year old technology phone. Might want to try the SIM card in a newer phone to see if better reception, etc.
As for subway reception, that seems to be hit and miss depending on which carrier you are using.
As mentioned, you might want to try network reset of phone. (if not done already)

when in underground, all people are using phones with no issues, except for me!

if you got your A30 in Canada and not overseas, then the phone should be fully compatible and not a device problem
As said, try Reset All networks and see if you get better signal elsewhere

Telus has poor connection in most areas, However is a bit better in downtown

Which model phone? Is your phone on PM whitelist for VoLTE compatbile phones?
Might want to try reboot of phone. Network reset of phone (note: this will erase any saved Wifi passwords)
Might want to check the nearest cell tower to your area. Maybe you live in poor reception coverage for Telus or Bell.

Most likely something is blocking cell signal or towers are not near you. Subway? You know it is underground under tons of concrete and other material...
Do you get same reception at any other location in Toronto or GTA?
Can you try your SIM in any other phone? Maybe your phone is slowly dying?
