Another way you can confirm if you are really sending out Text message ( SMS)
On Android: The chat bubbles are dark blue when Chat enabled or light blue when SMS/TXT are used
On iOS: Blue ones are sent using Apple's iMessage while Green are SMS

Can you try another android recipient? To rule out the issue is not with the person you are sending to. OR is this happening to all android recipients?

@canadianfubar : And you did all those settings in iMessage? Turn off wifi and turn off cell/mobile data. Then try sending a message to a phone number. Try a phone number that is used on an iphone and one that is used on an Android.

@canadianfubar : Other more expert Apple folks may have better answers than me but I seem to think there's something about registering to Apple servers or something. iMessage should absolutely be able to send regular SMS to anyone. Apple decided to also include the capability to send instant messages (not SMS texts) to other iMessage users that needs an internet connection. This is what trips many folks up.

I have tried sending from both types of devices. any time i try to send it comes back message failed. currently using an iPhone and have iMessage turned off and still no luck

...and on Android, try disabling RCS (Rich Communication Services).
If that doesn't fix it, let us know how you can't send a text message. For example, do you see an error? Can you make and receive calls?

In your messaging settings, try disabling iMessage and enable the SMS option. Are you saying using an iPhone device? And, are you saying that you have tried sending an SMS message from both an iPhone and a Android device or that you've tried sending messages to otehrs who use those type of devices?
