I have put in a voucher, and have a receipt but still no use of my phone. It's is always a huge hassle just to get into my account on then it is not working after I pay. Please tell me something can be done because I don't have the time or money to deal with this.

Depending on where you purchased the voucher it may take sometime for the voucher funds to be added into your account.

If you added voucher through web site it should show up in transactions.
If it failed to be added, try calling 611 and add voucher that way.
For a good measure, since Public Mobile has web page cache issue you might be looking at obsolete account status. Try using different browser. Try Incognito mode. Clear browser’s cache. Try forced refresh. Use computer and not phone to log in. Click on little spinner refresh icons lower down.
