I just got this notification:
Public Mobile here! We've enabled VoLTE (Voice over Long-term Evolution) on our network.
To enjoy uninterrupted voice services while roaming in the U.S., a VoLTE capable device and a VoLTE enabled network are required.
Your current device does not support VoLTE. Visit https://www.publicmobile.ca/en/phone-section#phone-start to purchase a compatible device. VoLTE capability is called out under "Phone Details > Check out the specs".
Ah, OK, so it's only US roaming that's affected (right?), and it must be that infamous "Whitelist" issue, because my phone is a Moto G Play 2021, and it does have VoLTE and it is set to enabled. But just in theory, how would one get a carrier to recognize that?

It looks like if the device is not compatible with VoLTE with PM , PM will send SMS to that device.

It seems like they are device filtering, but they have yet to confirm that officially, there is only a help article that lists the supported devices.
