Paid for 2 10 day unlimited texting and international calls but haven’t used one minute because it doesn’t work here the USA. Why not??

The customer doesn't need too force the phone to use 2G. If the 2G network is available the phone will automatically drop down to 2G to send or recieve a call.

There are two issues possibly at play here while you are in the USA:
- 3G networks are mostly shutdown in the USA by now. Because of this, data & texting will work while on the LTE network, but calls will fail as Public Mobile normally requires 3G for calling, and Public Mobile does not currently support voice over LTE ("VoLTE"). The only workaround is to force your phone to T-Mobile 2G network, which is not available in all areas of the USA. Then you can place/receive calls but data will be slow so you'll want to switch back for that.
- There is a known issue with adding more than one USA roaming add-on that includes talk. Calls may initially connect for a minute or so, but then drop. You would need to open a ticket for a customer service agent to remove one of the conflicting add-ons.
With that said, since you indicate that you can't even use one minute, it's probably #1.
I know areas like southern California still have a T-Mobile 2G network, but other areas like Montana never had a 2G or 3G network, and rely solely on LTE for coverage so that won't be an option there...

Read this post it will help explain things....and how to get service.
Where in the US are you? Mobile data enabled? Roaming enabled? Reboot and manually select T- Mobile. Send yourself a text to test connectivity. Voice calls can be iffy and depending on where you are?

International calls/ this is not for calling when in the US / it's for calling from Canada
Were you able to confirm the add on is active?
Did you add funds to your account prior to purchasing the add on?
Is data roaming enabled on your device?
Did you manually connect to a US carrier?
