If you entered the payment details try inserting the sim card, restart the phone and see if any services work. If so, you Activated.
Did you transfer a number over to public? If still issues and past the payment section, submit a ticket with Public Mobile representatives (CSA) for help; click this link for issues with transfer/porting of phone numbers over to Public Mobile.
If you did not enter the payment details, back out of the activation process and open a tab in incognito mode to try again.

Before you try to activate again, please wait 30 mins. Then check your credit card to confirm PM has not charged you yet. Once confirmed, you can try activation again Please try to use Incognito mode or try using a different browser
If you request porting in phone number, please provide the account number for the porting information instead of IMEI
