Unable to Make Calls in US - US + Canada Plan

I have the US + Canada plan.  It worked perfectly in Canada.  Now that I'm in the US, I am unable to make or receive calls.  I am showing connected to At+T for the network, and have turned data roaming on.  Please advise.  It's a samsung Galaxy S9 and the network mode is LTE/WCDMA/GSM.

@guppylove1985- Could you please hunt high and low on your phone for any settings that let you toggle on volte while connected to either T-Mobile (preferable) or AT&T?
When I use a provider that opens up the volte option on my Samsung phone, it's in settings, connections - and a toggle would show for volte. Do you have it there? I don't think you will but I'd be delighted to hear whether it might be.

@maximum_gato S9 is not VoLTE compatible with PM but is compatible with T-Mobile, so it will work there

Most likely not volte capable. Your only option is manually connecting to T-Mobile and see if talk works automatically. If not then hopefully your phone will give the 2G GSM only option. Then try talk. Text will work there too. But then you'd switch back to LTE to use data. It might also be that other areas will let the phone switch down automatically. That had been my experience. One area auto, another area manual.

I don't believe the S9 is supported for VoLTE. Connect to T-Mobile and if your phone dies not automatically switch down to the 2G network for voice calls you may need to manually set it to 2G only to make voice calls. Connecting to the 2G network heavily depends on your location. The eastern US is better than the west and mostly in urban areas. What is your location? @guppylove1985 , it would be worthwhile to check whether your phone is on the VoLTE whitelist just in case.  Likely the outcome is unfavorable.

Since your issue is voice only (I assume data works) make sure VoLTE is enabled on the device setting.  And if it does not work, try to change the Network to T-Mobile ONLY  Preferred Network Type or Network Mode to 2G and see if the calls goes through
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data  is working
