when you visit U.S then purchase Add-ons Roaming 10 days Package. they will start right away..
or if you like use app free at Wi-Fi as above mentioned,
or purchasing USA Prepaid Sim Card or from walmart U.S store.

It does not. The only thing might work is incoming SMS.
In order to use phone from US you have to buy appropriate US add-on

To put a simply it doesn't. You can receive incoming SMS texts. Any incoming calling will go to your voicemail. You can access it from another phone by calling your own phone number and pressing "*" when the voicemail picks up then enter your voicemail password. Any other services you must purchase one of the 10 day US roaming add ons as listed by @softech.

@im11 simple answer is your plan won't work there
The international text or the long distance call add-on you might have on your account is only for used to call/text FROM Canada when you are on PM network.
When you are in US, you need roaming addons , the only "Free" thing you got is you can still receive Text for free when you are in US, just that you cannot send, reply text.
If you need voice (incoming and outgoing), outgoing text and data, you need to add one of the roaming add-ons :

Bundle - US Roaming - Talk Text (10-day) - $15.00 (10 Reward points)
Bundle - US Roaming - Talk Text 250 Data (10-day) - $20.00 (15 Reward points)

Data - US Roaming - 250 MB Data (10-day) - $10.00 (5 Reward points)

They are all 10 days in length. If you are there for longer and need more data, better to buy local US data sim and then use VoIP app (like Text-Now) for voice and text
Also, please note that for voice, we have to rely on T-Mobile 2G network. It will works but the coverage is slightly limited.
