We have purchased just the US talk and text add on and our text are not sending.
I have an iPhone SE and that’s about as technical I get.

With an iPhone, it's highly likely your phone is actually trying to send iMessages over DATA which is not included with the US Roaming TALK add-on, and not sending using SMS. You'll may want to try disabling iMessages:
Go to the Settings app, scroll down and tap on Messages.
Under iMessage, tap on the slider so it goes from green to grey.

Purchasing an add-on after logging in into your PM account is a two-step process. You need to load funds first and then purchase add on.
Enable roaming and and try to connect to AT&T or T-mobile

HI @RobCoon buying add-on has 2 steps, loading the fund and then buying of the addon. Did you do both? Go to My Account and see if the Available Fund there show an amount the same as the talk and text add-on (should be $15) . If it shows that, you have just loaded the fund and didn't do step 2 to buy the add-on, please go back and buy the addon
Once addon is confirmed bought , your Available Fund should likely be $0. Then go to your phone, change the Network manually from Automatic to manual and select T-Mobile or AT&T. If one does not work well, choose the other one
