try uninstall and reinstall PM app and try again
but they had system issue with activation on Friday. It was supposed to be resolved, but maybe the issue came back

Already downloaded PM app and used 2 email addresses. Does it mean if there is an error encountered, the email cannot be used anymore? I already tried 2 email addresses, can you please clear the error cases?

Tried on browser, encountered Error Code: M.8702 on every attempt. And downloaded the PM app, started to subscribe the plan, provided the payment info as required, click Submit button and the app prompts "an error encountered". Tried 2 times and same error happened.

Also tried on mobile app and still encountered an error after providing the payment info.

but you should start your activation using PM app, not browser
Please download PM app and use another email address to setup another account and subscribe
