The original card I had linked has been cancelled. So I connected my new card. I receive this error no matter what valid card I enter now.
All the information is definitely correct
I need this phone access, what can I do

I've definitely waited over 24hrs but the the voucher idea is good I'm going to do it right now since my phone is crucial at my job.

the payment system is buggy
please wait an hour and try again, some say wait 24 hours
or you can use voucher. But one from Shoppers drug mart and then load the voucher using *611 to resume service
