Trying to transfer my bell number to public mobile but not having any luck…

Are you using the PM app then select a subscription and create a new account?
Download the app on the phone you are using and complete to step 6.

Sometimes it's just easier to get a temporary number, then once everything is up and running, then transfer it over. Just make sure you other account is still active.

Is the number coming from Bell Canada or Bell Mobility? Transfers from landlines take a few days. For transfers from a wireless carrier, a text message will be sent by the old carrier for you to reply to and approve the phone number transfer. Did you receive that text message?
