I have a Samsung S3 phone and I am unable to send a text with an attachment.
Data is on and available.
Flight mode disabled.
Any help I would appreciate.

A workaround is If APN settings are all good and data is on, airplane mode off then upload the attachment content to third party site and share the link via text to download form there. A cleaning of cache memory is recommended for long term solution.

@ZR1 For an entry level phone, I suggest Samsung A12 for $210. One of the best entry level at the moment

Your Galaxy S3 could be too old to run some apps (it launched in 2012) and can be a security risk due to it's age. I suggest getting a new cheap Android like the Moto G Pure or G Play 2021 (under $200), there's many affordable options on the market with newer software. If you can afford to upgrade.

@ZR1 a quick and easy way is to try a network reset, but that will wipe your own Wifi settings as well and you will need to reenter password for your Wifi..
or confirm the APN carefully, case sensitive and space counts

There was no error messages, only the message would hang and not be completed. All the APN settings are as posted.

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute,
4. put it back and power on,
5. toggling airplane mode off/on,
Go to Settings > General > Reset > Reset Network Settings.

if your data is off and your home internet Wi-Fi is on is not going through the Picture or a video messaging,
you have to do this to going through you will need to turn your data on to send a Picture or a video messaging in world-wide,
make sure your Data is on.
and do Rebooting your phone ,This is quick and simple,to refreshing your network,
*what is meant by rebooting the device turn off and turn it back on.

MMS only works with a small set of image types. This is by design of this old system of sending media. Can you email them to your recipient instead?
