I'm paying for 4G but my phone says LTE all the time and I can't make calls in certain parts of my work camp?

4G=LTE or 4G LTE. Some phones display 4G others LTE. It's one and the same.
Where is your work camp located? We can look at your local cell tower's carrying the 3G network but you are likely at the edge of a 3G network coverage zone. You may need to make a mental note of where in camp you can make calls or download textnow or fongo to use for calling when you have no 3G network signal. It will use wifi when available or mobile data (0.5mb=1min). You can also call forward your pm phone # when you do have a 3G signal to your textnow or fongo phone# (use busy/unreachable) so that when you are out of the 3G coverage zone you will still recieve your incoming calls. Hopefully telus will implement VoLTE soon for pm customers eliminating these issues that you are experiencing.

@BMB - you have your answer on the 4G part.
For the calling issue, try manually select the 3G / WCDMA ONLY network in your Mobile Connections area in your settings (temporarily) to see if you can make calls when you are having issues.
Toggling in/out of airplane mode may help also to refresh the network in the area.

It's possible you don't have 3G coverage in your area. 3G is required for voice calls on PM.
4G is LTE, currently only for text and data on PM.

LTE IS 4G. To confirm you ARE on 4G, do speed test.

@BMB 4G and LTE are the same, just different terms used by different brands of phone
For voice, do you have problem with BOTH incoming and outgoing calls?
do you ever have issue at work before you make the plan change? Wheter you are on 4G speed or 3G speed plan, you still use 3G for voice (Everyone in PM uses 3G for voice regardless of the plan they have)
So, what I suggest you is to try reseat your sim card and see if it works better.
