honest , what is see on the site istheservicedown is not where helpful and not reliable. There is no official outage on Telus site for NS
I would try reboot phone first and test it in different area. Also, open ticket with Pm support and have them to investigate

which city and province you are at?
try reboot your phone or even reseat your sim card
try in another area
login to My Account using Incognito mode and confirm if account status is Active
