I'm going to tag @Nezgar the viscount of voicemail who will give you the definitive answer. But you can alway put your question in the search bar and tap go. A whole slew of similar questions will come up with a green check mark indicating a solution.
Its good to see you awarding solutions but give it some time to get a few different answers. No offense to @HALIMACS but a better answer to your question is still out there.

There may be a way to avoid calls to voicemail, but I haven't tried so perhaps it may or may not work.
Open Phone app, go to settings, find Voicemail or similar choice which gets you to the voicemail number (it is 1-area code-580-4001). On mine, it seems I can amend the number so maybe that might allow you to clear the voicemail number - I'm not interested in trying it on my phone.

Really? A three word sentence? Questions are much more meaningful.
You can only stop people from leaving a message. But they will still hear your recording. As you might have read in that other thread you barely posted in, there's a trick of forwarding to not even get to your recording. But it also gives an error to the caller.

Can't be turned off.
Calls can be blocked if unwanted.
Oh also, you can create a Do Not Disturb list by selecting Favorited contacts ONLY able to get through.
