SIM card lost and forgot the password of public account and the password of my email. . What can I do to get a new SIM card?

Yes, I could not text messages and log in to my email inbox neither. So I can’t do any forgot password either.

Did you use the forgot email and/or forgot password functions? Is it that you can't log in to your email inbox? You can't do a forgot password there either?
