hi,
I lost my phone, which has 2fa to my email, and 2fa to my public mobile.
I attempted to create a new account after buying a payment voucher, but have no way of adding the voucher to either my existing or new accounts.
please help

You can add the voucher by dialing 611 and enter the voucher number to the existing account.
The system will not allow you to create a new account with the same email address.
Best to contact a CS_Agent to merge the two accounts to avoid confusion in the future.
