Locked Iphone

I am trying to help my mom. She has locked herself out of her Iphone, permanently. I need to move her number to a new SAMSUNG, but I can't get in to her old phone to move any data. Any ideas on how to get a new Esim onto the new phone?

@RobynL  if this is a BRAND new Samsung phone never used before, you will first new to unlock the phone by first inserting a physical SIM card before you can get into the phone. Once the card has been inserted, it will give access to the phone to the be able to download the PM to purchase the esim. If not  you will not be able to access the the phone, not even to wifi.

You can use any unlock SIM card to do so.

if you just talking about buy new esim on the Samsung phone, just download the PM app and login and buy esim from Account page (Puchase sim card and choose esim)
but not sure if you can login the app if you have no access on the old iPhone, not sure if you can get the 2FA via sms or email

or you can buy a physical sim and ask support to help

for the locked iPhone, did you try getting help from Apple support?
