Hi,
I have the 15 dollar province-wide plan. While I'm in Ontario, am I able to initiate a call with a person in the US if he has the US roaming unlimited calling add-on? Or is he only able to initiate the call?

@Triguy I just re-read your original reply again and it's still missing the mark. OP is in their home province, and calling a number from their province. They do not need any add-ons to do that. They were not asking how the travelling party would reach them.

Okay, there have been quite a number of answers to your question. And it is a good one.
If you are in Canada trying to call someone from/in the US, you will need a US long-distance add-on. (as far as I know...)
If you are trying to talk with someone who is currently within the US (and from Canada and they have a US roaming add-on) they can call you in Canada as part of their add on while they are in the US.

As suggested above you should change your plan to newly returned $15/canada wide calling plan by scheduling a change on your next renewal. By doing this it will seamlessly update your plan and your 100 outgoing minutes will be Canada wide calling minutes rather than limited to province wide.
Keep in mind if you call your friend it will start consuming your outgoing minutes so you may want to call or text them and ask them to call you as their roaming minutes are unlimited. Adding the $5/500 min canada wide calling add on is a great addition to the $15 plan. It will ensure that you don't get cut off in the middle of a call if you run out of your plan's outgoing minutes. Its a one time purchase and they will roll over every 30 days until completely consumed. Be sure to add $5 to your account balance before choosing and submitting your add on purchase.

@Anonymous @Triguy you both missed the detail that @guestwilliam is remaining in Ontario and calling a another customer whom will be travelling in the US. @guestwilliam please note that @kselmak has given you the correct response to your question: you will not need anything beyond your normal plan to initiate calls to or receive calls from the person that's in the US.

If he had roaming add-on he can make and receive calls, you should not have any problems calling him and as he has local number to you, you do not need any addons. You dont need to know where the phones you are calling actually are, as long as the numbers are from the province that you are currently in. So if you are in Ontario he is local to you.
Btw i suggest you upgrade to the new (but actually old) Canada wide plan for the same money

You would need the $15 US calling add-on.
1000 U.S. Long Distance Minutes - $15
Calls made to numbers starting with the following six digit combinations are not included in US calling from Canada and will not be completed when dialled: 712-432, 605-562, 641-552, 605-475, 605-477, 712-775, 559-726.
The Us roaming add-on would only allow calls to Canada, US, and it territories while roaming in the US.
