try again:
From a Home screen, navigate: Settings Settings -> General-> Transfer or Reset iPhone.
If an app isn't available on your Home screen, swipe left to access the App Library.
If unavailable, navigate: Settings-> General.
Tap Reset.
Tap Reset Network Settings.
If prompted, enter your passcode.
Tap Reset Network Settings.

Did that and the fastest speed shown was 30Mpbs

While I do use some of them on occasion, I gnerally suggest against using any of them. This is watsted data and the amounts can be very large. I've once use nearly a full 1 GB on a single test.

it is tue that it's possible to get a 250Mbps download speed on a phone that doesn't connect to 5G networks. Three's no guarantee that type of speed will be available in a any given location on the LTE network (or even the 5G network) - it's just that as I said - it's possible. In the case of the iPhone 7, the infromation that I see shows this as a Cat6 LTE device which would be capable of a maximum download speed of around 300Mbps, but that would under idea, near perfect network conditions.

turn OFF wifi and do a Speedtest and let us know the results of that test.

iPhone 7 does not have 5G
but PM's 5G plan is 5G speed plan, so, you can enjoy the extra speed too
if you do speed test, you should know you get a much better speed than those on 4G speed plan (100Mb)

Make & model?
Just having the plan does not make 5G magically appear even if the phone is said to be 5G capable. There are internal corporate shenanigans going on that can be limiting devices for these other services.
But in the end, these plans are more about speed than network. Even with the phone being on 4G LTE you'll get the so-called 5G speeds.
