Yes, you can pick your own number with Public Mobile, but the level of "picking" depends on whether you want a brand-new number or if you're bringing one with you.
You select your province and city, and the system will show you a list of about 5 available numbers.
If you don't like those 5, you can hit "Refresh" or "Show more" to generate a new list. You can do this many times until you find a combination of digits you like.
You cannot manually type in a specific 10-digit number. You are limited to what is currently "in the pool" of available numbers for that city.
Many users buy a specific number from a service like NumberBarn or a VOIP app (like Fongo or TextNow), and then port (transfer) that number into Public Mobile. Once you own a number elsewhere, Public Mobile is legally required to let you bring it over.

generally no. the only choice you have is the list of 4 or 5 numbers the system gives. But you can keep refresh and hope to get the number you like

Sorry you can only choose the numbers available in Account - Change Phone Number. You can change your number 4 times/month.
