No. Public Mobile only works in Canada and the U.S.. You will need to purchase a prepaid SIM in the country you will be travelling to.

PM doesn't offer direct service outside of Canada and the U.S.
My suggestion would be to get a prepaid sim card when you get to the airport in the target country.

With all public mobile plans, no international roaming except for USA, where you have to buy 10 day data roaming packages.

PM does not offer roaming except in the US. You could either buy a local sim or use one from Gigsky. If you have access to wi-fi then you could use apps like Skype, Fongo, or Textnow.

As in outside of US/Canada. No, it does not. You'd need to make arrangements for a prepaid sim or rely on an app like Fongo or TextMe on WiFi to do calls/texts.
