Good day community,
Moto 5 play. I have had the phone on but instead of calls ringing they go to messages. Also, someone called twice and said they were cut off.

If signal is very low system will think your phone is off and will redirect call to voice mail.
If you could try your sim in another phone and/or do few tests using other phone or voip app to call yourself to determine is if phone, sim, signal or something else.

@toddmatheson1 You can try the phone set to 3G and see if they helps with voice calls . Then switch it back after a bit testing 4G/LTE or 5G

PM has make some change about VoLTE last week, try to reboot the phone once and check if it works
and if you have another phone, test the PM sim card there
