I have had an issue for some time now. Certain calls are not going through to my phone. However when I test it with the person, it does go through. Then, when they try to call me another time, it doesn't work. It has also been happening with my tele doctor appointments, where they will call and I just receive a voicemail notification but no missed calls. I tested it with them and it worked when I was beside them. But never worked when I am at home.
Anyone have the same issue? Know how to resolve?

Are you getting VoLTE service with the Ulefone? Prior to VoLTE, this was a commonly reported issue that the theory was due to the requirement for the phone to quickly switch from LTE to 3G for the voice call - if this network switch took too long, or there was not enough 3G capacity or signal strength at the moment the call came in, it would time out and get routed to voicemail instead. I suspect that your Ulephone might still be subject to this non-VoLTE switching. You can test by placing a phone call (ie to voicemail) and watching if your phone stays on LTE or not during the call.
One thing you can try on the Ulefone is to force it to 3G mode only in the network settings... The data speeds may be slower and signal strength weaker, but incoming calls may be more reliable since it won't have to switch networks at the moment of the incoming call...
And secondly, I'm curious if the other Moto E 2020 phone IS using VoLTE or not...

I am using Ulefone Note 16 Pro.
I just switched to Moto E 2020 to test it and it worked, my doctor was able to call me.

Most likely signal at your location is so weak that system thinks you are off-line and calls go to voice mail directly.
Issue could be your phone, location, SIM card not having good contact, weak signal...

@simonc-s any chance you have another phone you can test out for a few days? or is there someone else you know that is on Public Mobile and lives near you that you can compare experiences with? You could try switching network bands if you are on 5G right now, try LTE/4G

could be a phone problem, what phone do you have? it might not be fully compatible with PM
but try to Reboot the phone, Reset all networks after the phone is back
and test the sim in another phone as well
if all fail, ask support to refresh the account
