Yesterday and today I have not been able to make outgoing calls or receive incoming calls. It just says “call failed” when I try to make a call, and those who try to call me, it just rings and rings on their end but never actually comes through to my phone.

We contacted a CS agent. This morning a Koodo tech support guy fixed the issue for me. My calling is working now.

Unfortunately, known issue. I had the same thing happen to myself. From 5 PM last night. Now it just started working. Try rebooting your phone. You could contact CSA. Likely will resolve by itself like with my phone. Might take a few hours.
Public mobile is aware, but no official response yet.
