You actually don't need a US plan or a roaming add-on to be able to receive text messages while in the US (including 2FA/OTP). Incoming text messages are free in the US, even without a US plan/roaming add-on. That said, the current Canada/US plans would be amazing even if they didn't include the US.

YEP...SMS will work as expected on both sides of the border.
