My monthly subscription all of a sudden changed and my automatic payment didn't pay it

For almost a year, I have had the 19.00 subscription.  This past, February, public mobile charged by credit card the old subscription rate ( 15.00)  and then cut my service because they said I didn't pay my bill of my regular subscription,  I have automatic payment, they under charged me and then cut my service.   When I log into my account, it shows that I have the 19.00 a month subscription and all my payment information is correct?  Has anyone had this happen?  is this just a fluke or do I have do report this to someone?
