I purchased a 300-minute long distance add on and when I tried to make my first call a voice recording tells me I have used all my minutes. How do I activate my new add-on?

Public Mobile does have a 1000 minutes of UK calling for $15. You could message Customer Support and ask to have the incorrect add-on removed and replaced with correct one. (As long as you haven't used alot of minutes that is) Click the orange bubble on lower right side of page to start the process.

it should active as soon as you successfully buy the add-on. Is the country you wanna call, on this list as these are the countries included in the add-on...

Countries included in international long distance include: Australia, Austria, Bangladesh, Brazil, Chile, Colombia, Czech Republic, Denmark, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Japan, South Korea, Malaysia, Mexico, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Puerto Rico, Romania, Singapore, Spain, Sweden, Thailand, Venezuela. Calls must originate from Canada.
