Is this an add on (on top of my plan)?

I got this text awhile ago. I was wondering if anybody knew whether or not this means $25 on top of what I'm currently paying, or if it's $25 in total?

For reference, my current plan is 100 mins, unlimited text, and 250 mbs of data. Currently paying $9/ month after rewards and before tax.

I got this text too last week. There was a lot of confusion about if it was a plan or if it was an add-on. After a ton of information sharing...  it's now clear to everyone here it's a plan. It's basically the $25 with 5GB vs 1GB.

I took the offer. For $10 more a month you're going from 100 anytime calling minutes to unlimited calling. You're also going from 250mb of data to 5GB of data. Unlimited calling and 5GB of data for $10 extra, In my opinion, that is an awesome deal and I would jump on it if I were you.

Only existing customers who have Public Mobile accounts that have been marks as eligible can get this plan.  Such customers would have been sent the text messages as shown in picture containted in the first post of this thread.

I'm a $15 plan user but didn't get this offer. It is something I'd consider if it's widely available. Can I just text YES to 5213 to get it ?

I texted YES to 5213, but got no love...sent a message to CSA to see if offer can be applied,  so we'll have to wait and see if it gets applied.

No, this isn't an add-on. This is new $25 plan being offered.

It is a special promo $25 plan.  You will be paying only $25 - rewards + tax.
