When you call the international number did you tried dialing 011 then the country code then the phone number

Actually it is. The list is where you purchase the add on.
If you are unable to use it, you may ask a CS Agent for a refund back to your account. Here's the link to reach them.

I’m calling Dubai number which seems not included in the countries list . Question is: why the specific countries list is not mentioned before applying to the plan?

Here is a list of places you can call.
300 International Long Distance Minutes
Countries included in international long distance include: Australia, Austria, Bangladesh, Brazil, Chile, Colombia, Czech Republic, Denmark, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Japan, South Korea, Malaysia, Mexico, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Puerto Rico, Romania, Singapore, Spain, Sweden, Thailand, Venezuela. Calls must originate from Canada. Any unused minutes will roll over to your next cycle.
If it's not on this list, then you won't be able to call it using Public Mobile.

which country are you trying to call as there's only limited countrys available in the add-on.
