In Canada but received welcome to USA text and international calls subtracted from account.  I don't even have a passport and will never travel to USA.   I love close to border bit not nearly as close as other communities

International minutes could not be substracted from your account as USA requires specific USA add-on.
International minutes add-on are will NOT work for USA calls.

You might be talking about holiday bonuses which DO include USA calls.

Verify which mobile provider is set up in your phone. Remove 'auto' and force PM as provider.

Ok I'll try.  Not exactly close.  Just outside of Nanaimo BC.   Victoria and Vancouver etc are much closer....

@Robin-1  Try to manually set your network to public mobile and reboot the phone . Living to close to the border can cause your phone to try to connect to the U.S. towers
