To use iMessage, you need an available wi-fi or data.
Are you in a wi-fi area?
Is your mobile data toggled on, and do you have data - try searching something to see.

can you confirm if you can receive inbound calls? and can you make outbound calls?
if only iMessage trouble, remove phone number from iMessage settings, reboot and enter the number back.

Try turning iMessage off then reboot the phone. Then go back in and turn it on and see if it works. If not then reboot again. It was something like that I had to do.
