When I made a 'one-time payment' using the website form, I entered $12.00. In addition to the page giving me an error, I noticed that it charged that amount 2x to my debit card. How would I go about getting a refund for this second charge?

Yes it will be much more work to get a refund of $12 processed and will likely be past your next renewal before you get it back. Much easier to just leave it in your available funds for your next renewal assuming it is actually there.

Login to your account.
If there is $12 or more available fund in your account, it will be used to pay your plan on your next renewal date. It may take 2 - 3 months to get a refund from PM. It is easier just leave your $12 in you account for future payment.
If there is no extra $12 available fund in your account, Create a moderator support ticket to ask for credit to your account or refund using the ? button at the right side bottom corner of this page.

The second charge will show in your available funds and will be used toward your next payment. If you would like a refund for the extra charge, the moderators may be able to help. Contact a moderator by clicking ?, bottom right, and follow instructions.

You need assistance from the moderators by creating a support ticket. You can click this link https://publicmobile.ca.ada.support/chat/ then enter “contact support” Follow the messages to get to the bottom where it has a Contact Us button and then a Submit Ticket Click Me! button will appear.
The Moderators are available (Eastern) Monday to Friday 8am-12am and Saturday+Sunday from 8am-10pm.

But, personally i would just leave the money there for the next renewal unless you plan to leave public mobile after this term.

You can click the "?" in lower right side of the page to talk with moderator and receive assistance. Type 'contact moderator" then follow directions. The moderator may help you with your case. They get back to you in 1-3 hours.
