Will I get billed for receiving a text from outside Canada?

im trying to verify something using my phone number it has a warning that says that message and data rates might apply. Will I be charged for recieving (not send) a message from outside Canada or somewhere?

While it's true that Public Mobile never goes back and charges for any type of usage, such SMS text messages received using your Public Mobile service will only be received if you're in Canada, US, or Mexico.  There won't be any service anywhere else.  As for where the person sending you the message from, that makes zero difference.

You won't be charged. I usually received app verification code from outside Canada, it's not a problem.
