If Telus has no prob with service while in the food courst, then PM has no problem as PM = Telus.
Is it just talk that's problem or is data and text problematic as well ?

In the food court in a mall, huh !!
Due to building steel structure, services could be barely usable in a mall without using the malls free wifi.

Beside the partial outage at Montreal and vicinity, outage were reported from some area in BC and AB.

What troubleshooting have you tried? Is this for a new account or a customer for some time?
Here are some to try below:
*turn off your phone, reboot
*removing your SIM, then reinserting it
*go into airplane mode, then going back to regular mode
*perform a reset network settings on your device
*try your SIM card into another compatible phone...this could rule out a device issue/setting.
*manually select the 3G / WCDMA ONLY network in your Mobile Connections area in your settings (temporarily) for dropping or unable to make incoming/outgoing calls
*Check if your phone is blacklisted here: https://www.devicecheck.ca/check-status-device-canada/
Check for outages in your area:
https://www.telus.com/en/on/outages

If issues persist, submit a ticket to CSA for assistance.
