No need to contact a CS agent yet IMO. Here's how you can send the 2FA code to your email.
Can’t get the 6 digit 2FA code to your phone? Try this method
First, sign into your account at www.publicmobile.ca and use the email you signed up with and the password. If it asks you for a 6 digit code, it will say at the top left CONFIRM YOUR IDENTITY.- Enter the 6- digit code sent to *********. But it’s not working!!! As you see by the screen shot below, 1. Click the This is a trusted device. 2. Didn’t get the code? Click on that.
Then, the next window that pops up is this.
Choose "Send email". This will send the 6 digit code to the email you registered your account with. NOTE: DO NOT cut and paste. Enter the numbers manually.

If you are able to verify your Account details with the Customer Support Agent and send them the your new SIM Card Number, they'll be able to Activate it from the backend for you.
Than when you sign in, you'll be able to get the code to your Number on the new SIM Card, everytime after the first sign in you'll have an option to alternatively 'Resend the code' to your Email.
