@NannyD that was the reason. You cannot change to the same plan as you currently have.
What you are actually doing is a Early renewal of the current plan. You cannot do it yourself, you have to engage PM Support to help, which you did
For you future reference, if you don't want to wait, then you would need to pick a different plan and then Change Now would work without asking for PM Support to assist

And what is it showing for current plan on My Account? is it showing the new plan or old?
and you are changing to another plan , different from your current one, right? (sorry, it sounds stupid, but just to confirm)

If you’re buying add on’s, it’s a 2 step process.
First add funds to account,
then select desired add on.
Some users have found it may then help to reboot device

@NannyD You added money to account to change it, What are you trying to change? Change Plan?
If you are changing Plan, you will need to go to My Account, click Change Plan button (https://selfserve.publicmobile.ca/Overview/plan-and-Add-ons/ChangePlanLandingPage/?PageRedirect=Redi...) , pick the plan and then submit by either clicking on Change Now or Change on the next renewal date (make sure you know the difference)
Or if you are changing something else, give us more info
