More details would be helpful. Where did you purchase your phone? New or used?
Which SIM card are you putting in the new phone? Public mobile?
What exact message is showing on the phone?
Hard to determine whether your phone is locked to previous carrier, or SIM card locked.

sorry, submit ticket might not work. Vortex phone is not one sold by Telus/PM, so, the unlock code has to be got from where you got the phone
