When I checked prior to completing my purchase, the Public Mobile site said my current phone (iPhone 11 Pro) is compatible with an eSIM, however when I go to activate my account it states my device and the eSIM are incompatible because the model is from Hong Kong. So, in this situation, How can I process the refund? and does anyone get the refund successfully?

Open a ticket and ask agent for assistance. Solution would be if they send you physical SIM with no charge if eSIM is not working for you. But they might not...

the esim could still work with support agent's help. check with them on that first and ask for refund if not
