I've been using Shaw's "prepaid" long distance for over a decade to calls to USA and Canada from my Home and celphone, which is really goldline. No time expiry of balance. No 'connection fees'. Local access numbers across Canada, not VoIP. +1¢/min using the toll free # from USA or Canada.
2.5¢/min to the USA.
7 to 9¢/min to Iran.

A coworker of mine recommends this other one - cheaper calls to USA and India, but more expensive to Iran though:

I have been using Shaw's prepaid long distance, which is really just Goldline for prepaid long distance for 15 years now from my celphones and landlines for 2.5¢ to the USA and Canada. Local access numbers across Canada. Funds added to not expire after a time. No 'connection fee' like a lot of other long distance cards.
Looks like about 6-9¢/min to Iran.

The only options are to buy a calling card from convenience store, grocer, etc. or use an app like textnow.

Buy a long distance calling card. Gas stations and convince store should carry them. There are possibly online options as well

You could buy a calling card to call Iran or you could call over the internet with something like Skype, etc.
