Are you trying to activate a Public Mobile SIM Card? You can do that here with an unused SIM: https://publicmobile.ca/en/bc/portal/activation
Are you trying to create and account ? This is done after a SIM card activation is done (normally in-store) since account are created during online activations. Register for Self Serve here, if you have not yet: https://selfserve.publicmobile.ca/self-registration/

close all Browser and do clear cache and cookies for any Browser,
and try open one Browser incognito mode,
go sign in to Self-Serve, to review your account,

Click on PUBLIC logo on the top left corner of your screen and then click on "my account". That will bring you to the self serve account login. Enter your email as your username and the password you entered at activation. Or if you activated in store you finish creating your account on the left first.

If you forgot password, click on 'forgot your password'. You will have to provide security answer.
