Does it say wait 1 hour? You can try again if it says that after waiting.

Have you tried reseting your password.

If not working, you will need to contact moderator.
To contact moderator via 2 methods:
Click on the chat bubble icon on the right lower corner of website to start ticketing process to contact moderator. Type: Contact moderator. Follow the prompts to submit ticket.

You can also try dealing 611 on your phone. You can do some basic account function with 611.
