I have iPhone XS Max and I believe it allows only one eSIM. I downloaded another eSIM for travel but it deleted my public mobile eSIM. How do I restore it?

I'm not sure where you saw that only one esim is allowed.. You can have multiple esims (I think up to eight) but only one can be Active, rest will be inactive.. So, don't delete it unless you really want to.

@Pkg , you should be able to use the Public Mobile app to purchase another e-sim. There's no charge for getting a replacement e-sim.
